Neymar is attempting to force his way out of Paris Saint-Germain as he wants to return to former side Barcelona.
However, Spanish publication Sport claim the French giants have bad blood with Barcelona and are determined not to do a deal with the Catalans.
Man Utd, Real Madrid and Juventus have all been offered Neymar on a 12-month loan deal for £18million (€20m).
But Sport say the Red Devils quickly turned down the opportunity because of the extortionate wages they would have to cover.
Juventus are said to be the most interested party in completing a loan move as there are complications with their negotiations for Romelu Lukaku.
But Sport add Neymar would turn down a move to Turin.
Real Madrid president Florentino Perez is a big fan of the winger and would be open to making a move.
But head coach Zinedine Zidane wants Los Blancos to instead splash the cash on wantaway United midfielder Paul Pogba.
Ole Gunnar Solskjaer is in the market for attacking reinforcements and has been in talks with Juventus for Mario Mandzukic and Paulo Dybala.
However, Dybala could not agree contract terms so talks have stalled – which is why Juventus are struggling to complete the deal for Lukaku.
Premier League clubs have until 5pm on Thursday to finalise their squads before the transfer window shuts.
Barcelona have yet to make a move for Neymar but the Spanish window is open until September 2 so time is on their side.
It is claimed Neymar would also ask for less wages if he he was to move to the La Liga giants over any other club.
Meanwhile, Ernesto Valverde’s side are still trying to offload a couple of players to open space in their budget.
Philippe Coutinho and Ousmane Dembele are two stars linked with moves away from the Nou Camp.
